Unfortunately he was very much mistaken. James Cole found the real source of the virus towards the end of the movie which was some scientist guy. He tried shooting him, but unfortunately he got shot by the security at the airport before he got the chance to shoot him. James Cole had dreams of him being at the airport as a young child and that's the exact airport James Cole got shot at. Because he was teleported to the year his dreams were set at, young James Cole witnessed his adult self getting shot.
12 Monkeys is a good movie and relatively easy to understand. It may be a mindful when you first watch it, but it is really easy to understand once you've watched it a couple of times.
