The style of a statement represented as official policy or procedure which is designed to frustrate and deter a person trying to follow official channels often to the point of giving up or working outside of official channels. Commonly used by members of a bureaucracy such as health insurance or an I.T. department to obfuscate the fact that they do not know what they are talking about and just want to move on to the next request in hopes that it will be an easy task that they know how to do.
