A person who is socially/contextually illiterate to the point where they will continually stretch a conversation/topic until they illicit a negative response. These people usually stretch/bend a topic until the receiving party will say or think "I don't care" or "that's fucking stupid". This term is usually used to describe people beyond their teens, and is a loose reference to modern sports officials and/or sports reporters, who are known to stretch subjective rules or ideas to the point where the common person will complain about their shit opinion.
