A term used in Barrel Racing or Pole Bending, a speed event involving horses. The term 'rate' refers to slowing and collecting up your horse right before a barrel or pole. It is essential for having horse horse bring him self up to turn the barrel/pole and make for a faster time.

That horse really needs to learn how to rate before reaching that barrel, he looks like he is just running around in a bunch of circles.

Flat rate is a method of payment used by auto manufactures, dealerships and independent repair facilities whereby every repair has an assigned time value. Better technicians prefer to be paid this way as it rewards experience and speed. Also commonly known as book time.
