The intro to youtuber Scarce's videos.

The phrase is sometimes used by hackers to make people think Scarce hacked someone.
"Hey What is Up Guys It's Scarce Here" has been said so much it has become a meme.

What is up? 

Asks what another has his attention on. What is he thinking about or busy with? "Up" in this case is using a slang definition from around the 1930s meaning: occupied with, busy with.

This question is often used to start conversations with.
When I called my friend he didn't seem happy so I asked him "What is up?". He said he was having trouble with his girl.

picking up what you're laying down 

A phrase to let someone know you understand what they're talking about.
Dude: So then Brenda says she wants to get in the back seat.

Other dude: I'm picking up what you're laying down.

I'm pickin' up what you're puttin' down! 

Used to say "I understand", but in a slightly more ghetto way.
