permeg, permegage

A number indicating a proportion of "units" per million of sample or group.
permeg, permegage - as in percent, percentage

We use ppm or parts-per-million in chemistry to indicate small quantities of one chemical or element mixed in with another (e.g. 50ppm sulphur in our diesel fuel), but this does not fit that well when describing non-"parts" such as people.

Since we commonly deal with numbers in the millions and billions now, it would be helpful to have a term of the same scale to describe small proportions of such large quantities.

For example: if a person's chance of wining a prize in the national lottery was 2 in a million (0.0002%) we could more easily say there was a 2 permeg chance of winning, or that the permegage of lottery winners was 2.

precedent of the United States

Refers to an "acquired from the past" habit/routine/action/policy, usually of questionable morals/ethics. It originates from a practice that a former U.S. prez began many years ago, and so then one or more C-in-C's have partaken of same sinfulness on numerous occasions since then because they figger that it is something they can get away with and thus they should be able to do it themselves.
A few "classic" and disgraceful examples of a precedent of the United States would be Kennedy's philandering (and so Clinton and Dubya followed suit), Nixon's dirty politics (and so Reagan did likewise, as well), and Reagan's running rough-shod over everyone (just as The Donald is doing now).
