A hairstyle that styles your baby hairs and swoops them to the edges of your forehead. For this same reason, they are also called "edges", especially by the black community. The name Tweety Bang came from Chinese-Korean idol Jang Wonyoung, who reinvigorated the popularity of this style during one of her photoshoots. She called it "Tweety Bangs" over a childhood nickname.
The "Tweety Bang" hairstyle has been used by both East Asian, South-East Asian, South Asians, Black people, and even Native Americans. It is not a hairstyle that specifically belongs to any race.

Person A: Oh my goodness, are those Tweety Bangs? So cute!
Person B: Thanks, I styled my baby hairs in edges yesterday!
