Windy City Drifter

A person who constantly swerves from left to right while slowly walking on the sidewalk. This behavior often results from a preoccupation with a cell phone, gaping at skyscrapers, or a general lack of awareness.

Windy City Drifters are commonly encountered in crowded areas of Chicago and block the path of walking pedestrians. They have the greatest impact on foot traffic during rush hour but are an annoyance at all times of the day.

It took forever to walk from the train to the office today. There were windy city drifters everywhere. I felt like punchin' someone in the back of the head.

A horrible ISP with high latency, low quality of service, and constantly dropped connections. They ranked very poorly in a February 2013 FCC broadband report with the highest land-based ping (67ms) and slowest peak-time bandwidth speeds (81% of advertised bandwidth). They bought up landlines from companies such as Altell and D&E Communications. They prey on rural areas with no other choice for a land-based broadband service. If you can avoid this ISP, do not get Windstream.

Windy Anchor

When an Indy has gone so far with being "whipped", that he is said to be both "whipped" and "anchored" (being anchored is a horrible state that affects approximately 40% of males who find themselves anchored in the friendzone). The combination of the two create a Windy Anchor.
It also sounds close to "wanker" which is hilarious

Windsor, CT

population 27,000, considered ghetto by surrounding, wealthy, white towns but in fact has a solidly middle class population. Many of the students there think they are ghetto and walk around with their pants around their knees getting into fights in the cafeteria, speaking complete gibberish and generally trying really hard. Many of these kids actually live in Hartford and take a city bus to school. Most of the people who actually live in Windsor are quite nice, warm people.

Oldest town in CT.
