I noticed this word being used at theregister.co.uk . I'm pretty sure it's another way of saying script kid, maybe it's a bit more derogatory.

Kiddion kid

Generally a kid in gta 5 who teleports to you and kills you in god mode and talks mad shit if he/she kills you. Thinks they are king/queen of the world and can’t he stopped. Can’t afford a real menu so gets kicked by real modders easily.

I just got killed by this kiddion kid someone please kick him.
