Instigator

Someone that convinces others to be deliberately cruel or break rules so that they still end up being the one with the perfect behavior (within the rules and expecations of following them so that everybody ends up with the same bullshit rules to be expected to follow/abide by) record to show for it if anybody asks.

The instigator had a perfect rule following/law abiding record to show for rules that favored him/her, since he/she picked rules/laws that he/she could never get convicted of breaking if anybody did ever question him/her (despite his/her image to uphold of hating all the bureaucratic red tape) when writing/making the laws (he/she was the law in his/her mind, despite not holding any rule or law sacred).
