Find a viable bird's nest by casing the place beforehand. Find a way to get the gun to the sniper's den without being seen. And then you would need an escape route that avoids cameras. A place you could change your clothes in case you were seen as you fled. A get-away car. A route that would avoid both police on the way to the shooting and traffic cameras. And then you would need to drive the speed limit all the way home to resume your daily life without interrupting your work schedule in such a way that it draws suspicion. This guy clearly didn't just wake up one morning and say 'Hey imma do a murder right-quick.' No. This was PLANNED."
