Basically, a Jersey girl from West Long Branch, Rumson, or other New Jersey towns that consider themselves more upper-middle or upper-class than some of the grittier subdefinitions of the term "Jersey girl" would allow for, at least in the minds of the non-Jerseyite who is not familiar with all the nuances of Jerseydom.
