More quiet than "too quiet".

A term made popular by a cartoon on the Cartoon Network; Kids Next Door.

In this case, the word "three" adds emphasis in which it's used to describe how great something is or to exaggerate ones point.

"Holy cow John, it's kind of quiet in here".

They are pretty chill and usually pretty smart as well. They rarely ever talk and are pretty good friends. If you piss them off, you won't survive the school year.

The immoral and most-likely illegal actual goal you or your team hopes to achieve. Grounded in the spurious logic of "If I don't actually acknowledge my/our own shitty behavior out loud, I/we can accomplish something wicked without getting caught, or presumably even having to feel bad for doing so." Weaponized cognitive dissonance.

The Republican president favors voter suppression, because he realizes it is advantageous for his team when fewer people are allowed to vote, he "said the quiet part out loud".
