"Retard" is the latin word for "to slow down" a while back. "Retard" lead to "mental retardation" in like the 1960s. "Mental Retardation" was a medical term for an Intelligence Quotient (I.Q.) of 70 or lower. "Mental Retardation" lead to "mentally retarded". "Mentally retarded" lead to just simply "retarded". "Retarded" then became a slang/Pejorative/derogatory for "idiotic" or "stupid". Politically correct people didn't like it. That is why "mental retardation" was phased out and replaced with "intellectual disability" in federal documents and often times medical/educational documents. The words "idiot" and "idiotic" have a similar history as "retarded".
To keep it simple, "retarded" usually isn't directed or aimed at those who are handicapped or have "intellectual disability" and usually just used as a savage word for "stupid". Only politically correct people who are retarded would get offended with the word "retarded" when it isn't being directed or aimed at those who have an IQ at or below 70. Only an asshole would call a handicapped person with intellectual disability "retarded".
