A shyster, fraud, conman, scammer or anything else along those lines, especially one who is exceptionally sleazy and runs con schemes as a full-time job/primary source of income. Schemes run by a scumbag can vary greatly and be pretty unique at times.

A person who either grew up or currently lives in the 570 area code in Eastern Pennsylvania. Generally, due to the nature of the area this person has a history of drug addiction, alcohol abuse, or just generally acts a fool.
