When you are utterly disgusted and/or in disbelief you put your lips together and expel wind from your pursed lips making a quasi flatulence noise to demonstrate how you feel about what you just heard/ witnessed.
William: "So I totally banged this ten last night, Giselle quality, if not hotter, seriously"
Michael (blowing wind): "phhhhhhhh! ya right, there's no way you could pull that off......."

Depends on the wind is and old Canadian East Coast / Maritime expression which denotes that the final result of whatever situation that is being refered to will depend on the resolution of other factors and influences that have not yet been finalized.
Sometimes unforseen variables will have such an impact on things to come that it is foolish to make a prediction on the ultimate outcome until more information is available .

In other words, it is too early to say for sure what will happen .
