The condition of someone whose intelect is so random it cannot be determined. Someone who shows to have an advanced intelect in certain situations, and in the next moment can genuinely be the complete opposite.

Matt can be an idiot sometimes, but I've also seen him doing very smart decisions, it's like he's got a Fluctuating IQ.
