Derived from the term "whippin' it"; to drive a vehicle (typically a car, jet ski or speed boat) in an exuberant and energetic fashion.
The first widely known example of the term came from its appearance in the track "The Life" (written by the singer-songwriter Tinashe with support from songwriting duo Alexander Kronlund and Lukas Hilbert). The track gained popularity after being performed by the teenage focused pop group Fifth Harmony and released on their "7/27" album.

Bōsō is short for Bosozoku and refers to Japanese youth subculture associated with customized motorcycles. The style usually involves putting massive spoilers and 8 exhausts onto cars and looks sick. The whip refers to a car or motorcycle. So to 'Boso The Whip' is to add sick/ridiculous Japanese mods to a car, motorcycle or other form of transport.
