The stupidest person in your group who gets their ass cut by everyone, others think is retarded but actually isn't. Should be used in forms of tard time, where the tard gets slave/noodle minutes for every stupid thing they do (which is usually a lot). A real cabbage patch neck-ass man.

Person 1: "God, you're such a tard"
Person 2: "Hard to believe he doesn't have mental issues"

A person or place (noun) that has recently done something so dumb, or of a low IQ (intelligence quotient) that they now qualify as mentally handicapped or having a learning disability.

Bob dropped that loading dock straight onto his head. He is tarded now.
