A person who is addicted to the drug fentynal and is in a constant drugged out haze. Often seen nodding out and doing stupid things that often result in catastrophic disaster.

That girl is so fentynally challenged she nodded out while smoking and burned the whole house down.

That guy was so fentynally challenged he can't find his stash and keeps nodding out and falling into everything!

As in hair folical. One's head of hair has folicals in their scalp. When you lose hair folicals, you become bald. A person with this condition is folically challenged.
