It´s means to insult someone, it´s used to in (Zona Leste from São Paulo), suburbs of São Paulo, in guetos, in suburbs and jails.

The process of containing an individual by holding them to the ground(belly down) and then proceeding to take their foot and rap it in their underwear. This usualy takes place when someone is getting out of control or running their mouth too much. When the individual tries to get up the only way they can is by ripping thier underwear.

In DarkRP, a role-playing gamemode for Garry's Mod, this is the weapon used by cops to send people to jail. When a cop hits someone with it, they are instantly teleported to jail, and they respawn when their jail time (usually two minutes) is up. Also called an arrest stick.
