sandbagging

A car that purposely slows down (especially in the fast lane) to impede you from passing them either on the left or right. Cars often use this maneuver while "passing" tractor trailers and moving the same speed or slightly faster than the trailer to slight the driver (s) behind them.

Yeah I was trying to pass and came up behind this car and soon as I was about to pass, he started sandbagging me for 3 miles.

locally called stickers, sandburs are those little spiky grass plants you can find in texas. have you ever heard a texan complaining about stepping on a lego? no, you have not. the best way to avoid sandburs is to wear shoes.
