Any region where modern, young guys will make extra efforts to creep, flirt, and hit on (any and all) girls, and do not understand the meaning of 'no'.

Only applies to the men of the region.
This refers most notably the Eastern European/Central Asia/Middle East area of the world.

"That guy from Creeperstan over there has tried to dance with me three times. Does he not get the message?"

"Did he really just put me on his profile picture before he added me as a friend of Facebook? He's definitely from Creeperstan."
