Regional catch phrase/slang from a few years back based on the title of this video that aired on Brookline public access in Massachusetts. Used differently by where a person believed they stood on the socio-economic ladder of the town.

A term made by a group of suburban kids in Seattle meaning something that is unfavorable, annoying, unpleasant, or bad in a way that is stupid and non-sensical. Also used to describe something or someone ugly, stupid, gross, or unfashionable.
#1 Jeff: I don't like being talked to like that. Change your tone.
Charlie: Don't be so velvet dress lady, I was just asking for a pencil.
