Wompergagging

A combination of excessive womping e.g. talking, gossip and lollygagging e.g. dawdle, loaf, To dawdle, usually holding someone up or delaying some other action. Mostly occurs when people are driving while talking on their cell phones, going too slow and creating miles of traffic backup.

The lady in front of me on the highway was wompergagging causing me to be late for my appointment.
