A person who comes late all the time. Adds excuses just to add more time.

Shahab said to get to get ready for the beach at 12. Later on he said let him take a shower at 12. When he got out of shower it was 1. The group was excited, only to have him say he needs to charge his phone to 100. Making the group wait another hour. Thus the group called him flaky.
