"Gimme a quota, gimme fitty cent" is the official motto of Philadelphia and is spoken thousands of times a day by the resident bums on each and every street corner. The unofficial motto is "This city sucks".

Bum at 12th and Chestnut to passersby - "Gimme a quota, gimme fitty cent".
