Combination of confused and constipated.

When you're so confused that everything you try to say just wont come out.

Or, when you're so confused all your knowledge seems to be stuck in your head.

The Medman totally forgot he was even on the air, and began to get confustipated when he couldn't figure out why he could still hear himself through the speakers.
