Someone who is over powered by another human being, or animal and is being tormented in a way they severely don't like usually a victim is used as the victim of a bully usually used as when someone beats up a victim or tortures them or murders them.

Everybody seems to want to be the victim, so you have store owners that think they should be allowed to tell people to wear a mask, or not allow people in their stores, when really they're already allowed to do that, it's the customer who goes to jail.

Everybody seems to want to be the victim, even the government which is now taking/stealing change from people and saying theres a coin/cash shortage through the treasury.
