I think the extra U emphasizes the insertion of the word "You" as in You Ugly.

A perfect example can be found in Flick - Wild Cats.

"U-G-L-Y...you ain't got no alibi Uugly, Uugly...yo mama say Uugly"

Your basically saying your ugly except you say it longer so it sounds more bad and ugly.

Harry "Omg why are you ugly today jimmy?!"
Jimmy "Yum bogey!" *Eats*
Harry "That gross... Man your uuugly!"
Jimmy "What!" *Gets Sad*
