N. A loutard is somebody who acts annoying and cannot stop being annoying even after repeated attempts of telling him to stop the annoying behavior.

A person who hooked up with a girl...and the girl left something important, like an id or earrings and the person sees that girl everyday and is too ashamed to give it back to her.

When Eric was too ashamed to give Erica her id back after they hooked up, even though they were on the same swim team, Eric was considered a lontar.
