An abreviation for "tits and giggles". The term is associated with people that have huge titties/breasts/boobs and are known for their frequent and annoying laughter. They laugh at stuff that isn't funny and their boobs are gigantic and jiggle with their laughter.
It can be used as a nickname for a person aswell.
