A person born female has XX chromosomes, this consist of having ovaries, uterus, fallopian tubes, and a menstrual cycle. Without defects a woman may be able to give birth. Even if said female with XX chromosomes cannot give birth due to defects, the XX chromosome is the totality of what a woman is.
Intersex individuals claiming to be women can be if they have the necessary reproductive organs, a uterus and ovaries.
