An extremely overzealous attorney who races about filing lawsuits and bringing court cases against anyone whom he can find the least excuse to do so.

The term "super-charger" can also refer to either someone who habitually releases extra-voluminous/odiferous farts --- and so he "charges" the surrounding atmosphere to a "super" degree --- or a tradesperson who sets the prices for his goods/services astronomically high.
