noun:

1) A singer filled with musical ability, but is underrated.
2) A musical artist that is very skilled, but is not recognized.

3) A very skilled person that is underrated.

adjective:

1) An Artist that is overwhelmingly skilled, but isn't well known.

She is pretty much thirdstream. She can chew up and spit out all of the mainstream singers, but she is unrecognized. We seriously need to help people see the Lainstream Artists!

This is subjective, but a terrible artist is someone's art that you don't like. Maybe you are a terrible artist if your mom is your only supporter.
