Usually happens after a lot of promises are made that AI can't deliver on (yet), and people get tired of waiting. Can last for years, leaving AI researchers feeling cold and broke.

After self-driving cars started crashing into everything, we entered a new AI winter, and all the AI startups went belly up faster than you can say 'algorithmic bias'.
