A Partially found Screamer is a A Flash program or video that appears to be a game, a test or a still image. The point of the media is to shock the viewer, which has been lost, but little content of its media or information has been found. Not all of it but some of it, which means it's to a limited extent, so the content is still viewable. Just not the full thing which includes the media,
