Many people realize that CPS has the power and authority to do whatever the heck they want. They just usually don't in bigger cities because they do not have the time. In smaller areas they will take on cases that they themselves will say do NOT have abuse or neglect, just "risk of neglect", often, but of course not always, to make more money for the state and keep their paychecks coming.
