They warn members if they are breaking rules and they normally have the power to mute users either temporarily or permanently. The position is often unpaid and can be stressful. Rational individuals won't do it for long, unless they have a fetish for power or have a found a way to use the position for personal gain. This inevitably leads to abuse of one sort or another.
