To apologise insincerely to appease someone in the short term, in the way that a dog will look submissive while being scolded but will repeat the same behaviour again once their owner has gone.

I sent a complaint and they wrote back with an apology, but they were just dog sorry as it happened again a week later!

Most likely the movie makers want it to be heart breaking so they almost always kill off the dog or the dogs friends. Never has there ever been a dog movie that has not killed off someone important to the plot. Finally they always have a villain that hates dogs or animals in general, and he makes audiences say "You see, I would never do that to a dog or a pet"
