it's tacky or messy, an untidy person, as in really just so messy, Its a nice way of telling someone they are clumsy and untidy.

It's kinda indescribable in any other way. Like you're such a taddak, if you cannot see the floor because of the mess. Or when someone repeatedly spills stuff.
