It was originally meant for dogs, but is now fairly commonly used against people as well, although in this context it's meant as a light-hearted "fuck off!"

At the age of 21 the a foonman is known as a 3rd class foonman. At 25: second class. 30: 1st class, 40: master foonman, 50 on: senior master foonman. If the foonman continues to live with his parents until they die, he is then a purple heart foonman. There is a also a specialty class of person who moves back in with their parents with a spouse and kids. This is known as an all american foonman.
