This is a shortened expression of "having a time" -- So, the act of experiencing any situation--in any context-- mildly or intensely, good or bad.

"Hey, how's it going over there?"

"See that guy over there, passed out with his sunglasses on and a beer in his hand?"

"Oh yeah. He's definitely havin' one."

"I can't talk right now because shit totally just hit the fan, I'll call you when I'm not havin' one."
