When a person, particularly someone in New York City, acts in the weirdest way possible in public. Extra points if they are in a park.
Daniel: Look at that guy with the lacrosse stick across the street! He's shirtless and waving it around!

the hours between the period of time 9 pm through 4 am.

tweak sleep 

Sleeping very hard, hard to wake up, sleeping a long time 12+ hours. The origin of the saying is when a drug user comes down of a binge and sleeps unusually hard and long.
She is in tweak sleep because she worked a 3 day shift at the hospital.
