It means a safe haven, the sort of place that's never going to get too exciting but it's nice to come home to - and then leave again. If you want an adventurous life you wouldn't want to live there, but you'd be glad if your mum/aunt/uncle did because then you could go back and visit when the big wide world gets too scary.
