This look is usually accompanied by large circles around the eyes, and an overall impression that the person's eyes are liable to fall out at any moment. Not everyone can obtain the googly eyes look. Some people skip this stage and proceed right to black-out.

Frat boy#2: No, I was really googly eyed.

If done properly, the person will instantly jerk away while making an extremely ugly facial expression as if they are being tased or something similar. They will be shocked at first, but then soon after will burst into laughter and ask "what the hell was that for?!" They will then use this technique on you as well as everyone they know soon thereafter.
