It is more regarded as a personal means of thanking the countless persons who wished you a happy birthday; many people dont feel it necessary to take the time to do so and make a thankful status of their approval.

The other day at the laundromat, i saw a rather large black woman with her 3 year-old daughter. The child was dressed in pink shorts, pink sandals, a pink spaghetti-strap shirt, and had a pickinini hairstyle.
