Typically the term is used when describing a character in a movie or show, who is meant to be formidable, intelligent, yet for some contrived reason isn’t able to follow basic logic, and fails at basic critical thinking skills for the sake of the plot.

I bought some bulk-bottles of unsalted dry-roasted peanuts so I'd have several months' worth of healthy snacks to munch on throughout the day, and by using strategic 'Stamps-spending, I saved several dollars in sales-tax.
