Poverty program

A college or sports team that sucks and usually has a large budget, but appears to be poor and unskilled. Most commonly used in college sports where the best teams are typically better funded.

Person 1: “bro we just shit on iowa state yesterday.”
Person 2: “Dude, it doesn’t matter, they have always been an absolute poverty program.”
Person 1:”damn, you right.”

Someone who claims they were brought up in a deprived situation and they turned out OK and people should think they are lucky
