As used by Megan in Drake and Josh, it is used to express dumbness, stupidness, and as an insult.

In "Drake and Josh Go Hollywood", Megan finds out that she wasn't going to Denver (where she wanted to go), but instead to Los Angeles. She then said out loud to herself in disgust, "Those boobs", referring to Drake and Josh who made the mistake of sending her to the wrong place.

Then the lady flight attendant next to her looked at Megan in a strange way, then looked down at her "boobs".

Boob Nazi

Mothers who think that anyone who feeds their kids formula is an evil child-abuser who doesn't deserve to have kids.
'Excuses' such as illnesses, not producing enough breast-milk, being on certain medications etc are often looked over by the more militant nazis.
Apparently, no Boob Nazi has ever, ever made a parenting mistake. To suggest otherwise is heresy.

For such dedicated parents, Boob Nazis seem to spend an awful lot of time condemning people on LJ, and making user pics of their saggy tits and ugly brats.
